I am only one voice who believes our country would be complete with the marketing arm of De Beers to establish a mining operation here in the USA. It would establish better security to our country . The US goverenment would happily be making a fourtune on just the taxes diamonds produce to sponser better education for our children . less overall unemployment, to help the poor , to reinforce our military . I honestly think It would be one major asset to our economy as a whole. One last thing they couldnt give De Beers a hard time anymore are arms would be joined to be a stronghold and a blessing to all the nations .

I am not an expert in US Federal law but I can see no reason why there would be any problem in you sending a gift or free sample out of the country. Sending something into another country may go against local regulations and involve the recipient in a customs charge of some sort but I doubt it.
as there are some diamond pipes in the Continental US, the supply is not great enough to merit a full on mining operation. if in later year this is found to be untrue then you can bet they will be mining. Now if you are referring to the current conflict between De Beers and the US government this is completely about fair trade laws, actually every company and person in the US who has purchased from De Beers has the right to file a claim against them and be paid a small settlement for diamonds purchased between certain times. This goes back to the claim that DeBeers owns a monopoly on the industry, which they were found to do by US government, at least to some extent. Anyways to answer your original question if diamond pipes of any significance are discovered here they will be mining them, they will do whatever it takes to get the right to mine, and in honestly in would probably help the diamond industry in the US and the US economy.

De Beers has legal reasons not to enter the USA markets – the monopoly issues, but why would that limit them, as they could use a daughter company to develop the mines ?
I suspect the mines yields not to be too good in prospect as all the former operations were halted.
